The Planning and Intergovernmental Relations Department is responsible for and provides support to the District Operations Division for:
Development growth tracking, trends, and forecasts
Projections for school allocations
Demographic data collection and analysis of student enrollment
New and existing school capacity planning
Attendance boundaries
Geographic Information Systems
FLDOE Educational Facilities Information System updates
Five-Year Educational Facility Plant Survey
Maintaining the district Florida Inventory of School Houses (FISH)
Facility Insurance Schedule of Values
School Board Resolutions pertaining to the Operations Division
The department also acts as the district land agent for the sale and acquisition of all real School Board property.
The department represents the school district on the Clay County Planning and Zoning Commission, Clay County Development Review Committee, and the four county municipality’s Planning Review Committees by advising developers and builders of the impact on school capacity by current and future development orders by providing concurrency determinations for the adopted school concurrency program in accordance with F.S. 163.3180(6)(a). It also provides options for and facilitation of Proportionate Share Mitigation Agreements.
As the liaison and Intergovernmental Relations representative between the District and local governmental agencies, the department oversees the intergovernmental coordination effort in accordance with F.S. 163.3177(6)(h), which includes the School Board’s element of the County’s Long Range Comprehensive Plan, Land Development Code, Interlocal Agreements, and the Impact Fee Ordinance.
