Lieutenant Colonel Hall proudly served in the military for 33 and a half years; 21 of those years on active duty.  He advanced from Private First Class to Lieutenant 

Colonel and was Department of the Army selected for Colonel before retiring in 2016.  He is an Army branch qualified in Special Forces, Infantry, and Adjutant General.  Prior to his attending Officer Candidate School and commissioning, he served as an Enlisted Combat Medic in a Special Forces Company.  Among many other courses, Lieutenant Colonel Hall is a graduate of the United States Army Command and General Staff College, Combined Arms Services and Staff School, Special Forces Qualification Course, Basic and Advanced Infantry Officer Courses, Static Line Jumpmaster Course, Joint Special Operations Task Force Course, Special Operations Mobile Force Protection Course, Basic Spanish Language, Crisis Communication Course, Open Source Information Research & Analysis Course, Consequence Management-Terrorism Course, Special Operations Forces Staff Officer Course, Unit Anti-Terrorism Advisor Course, Joint Special Operations Intelligence Orientation Course, Parachute Operations Mishap Prevention Orientation Course, FEMA Field Assessment Team (FAsT) Training, Florida Rapid Impact Assessment Team Training, Adjutant General Branch Officer Qualification Course, Civil Disturbance Course, Officer Candidate School TAC Officer Training, Nuclear/Biological/Chemical Defense NCO Course, Basic Medical Specialist Course, Basic Airborne Training, Basic Combat Training (Honor Soldier) and several fiscal law and budget courses.

Rich completed all required courses (all but dissertation) with a 4.0 GPA for a Doctor of Philosophy (PhD) degree in Conflict Analysis and Resolution with dual concentrations in Conflict and Crisis Management/Organizational and School Conflict.  He was inducted into the Golden Key International Honor Society and Delta Epsilon Iota Academic Honor Society.  He holds three separate Masters degrees; a Master of Arts in National Security Studies from the Naval Postgraduate School, a Master of Arts in Human Resource Development from Webster University and a Masters of Arts  in Management and Leadership from Webster University.  While attending the Naval Postgraduate School Center for Homeland Defense and Security, he served as his Class President and was nominated for Best Thesis award.  Rich holds a Bachelor of Science degree in Professional Management from Nova University and an Associate  of Arts degree in General Studies from St Johns River State College.

While attending St Johns River College, he pitched two years for the Vikings with an undefeated record.  He has taught college courses in Homeland Defense and Public Safety at the Bachelor level as well as instructing and evaluating for the Florida State Emergency Response Team to include several years at the Governor’s Emergency Operations Center in Tallahassee and instructing Rapid Impact Assessment Team and RECON Team training for emergency response efforts.. 

Some of LTC Hall’s major achievements during military service include coordinating security for National Special Security Events such as Super Bowls, the G8 Conference, and National Party Conventions, coordinating security with the United States Secret Service for Presidential visit security and serving as a Project Officer for initiation of a Chemical, Biological, Radiological and High Yield Explosives Emergency Response  Force Package (CERFP) team.  He also served as Joint Operations Center Director for multi-national training events overseas including eighteen nation TRADEWINDS  exercises in the Caribbean and sixteen nation exercises in the Middle East.  At  various times in his career, he was responsible for over 75 million dollars worth of federal funding and supervised hundreds of Soldiers.  Rich mobilized for three federal mobilizations - Operation Desert Storm, Operation Enduring Freedom, and Operation Iraqi Freedom IV; he served as a J5 Plans Officer for Joint Special Operations Task Force Afghanistan during 2002 and as Deputy Commander for Special Operations Task Force North in Iraq during 2006-2007.  He also mobilized for nineteen separate Florida state emergencies to include hurricanes, floods, and wildfires.  Lieutenant Colonel Hall advanced from a Basic Parachutist to Senior Parachutist to Master Parachutist with over a hundred jumps and several intentionalwater landings in the ocean or lakes.

He served as a Parachute Operations Coordinator leading and instructing Jumpmaster Refresher Training as well as monitoring airborne safety.  Lieutenant Colonel Hall was awarded  Federal Republic of Germany parachute wings and Brazilian parachute wings; he has conducted airborne operations with forces from Germany, Italy, Belgium, the Netherlands, Norway, Canada and Guyana.  During his last 18 years of service, Lieutenant Colonel Hall was granted a Top Secret – Secure Compartmentalized Information (TS-SCI) security clearance with access to highly sensitive programs.  He served at many various command and staff positions at Detachment, Company, Battalion, and Group levels within the Army Special Forces as well as a Joint Operations Officer at Special Operations Command Central and State Training Officer for Florida and as Plans, Operations, Training and Security Chief at Camp Blanding Joint Training Center. 

Lieutenant Colonel Hall worked with many military, police and other governmental agencies from the United States and from over forty countries in Europe, South America, and the Middle East during his military career.  During his military career, he briefed the Secretary of the Army while on a Return of Forces to Germany (REFORGER) FLINTLOCK exercise as well as briefing five Florida Governors, the Chief of the National Guard Bureau (4 Star General), SOUTHCOM (4 star General), many three and two star General Officers and several congressional delegations .  He also coordinated and provided security for then Governor Rick Scott to visit Camp Blanding. One of Rich’s proudest achievements is being a 35 year blood donor; he has donated over 15 gallons of blood saving countless lives.  Rich has been married to Lori for thirty-five years and they have three daughters; three son-in-laws, a grandson and three granddaughters. Although now empty nesters, Lori and Rich share their home with five rescue dogs.  Lori is a Registered Nurse and currently works as a Program Manager overseeing Case Management support contracts for multiple states National Guard Office of the State Surgeon.  Rich and Lori enjoy traveling together, spending time at the beach or mountains, and sharing new adventures.
